About Us
Introduction of DEUC
Dalit Ethnic Upliftment Center (DEUC), Bara, is a non-profit, service-oriented, and socially committed development organization that was initiated in 2059 B.S. by a group of dedicated local youth from Dalit, indigenous, and marginalized communities of Nepal’s Madhesh Province. The foundation of DEUC lies in the determination of these youths who envisioned a society where justice, equality, dignity, and prosperity would be accessible to all, irrespective of caste, ethnicity, gender, or economic background.
As a Dalit women-led organization, DEUC represents not only the voice of one of the most marginalized social categories in Nepal but also embodies the courage, resilience, and leadership potential that lies within historically excluded groups. Registered under the Social Organization Registration Act 2034 BS at the District Administration Office, Bara, DEUC has steadily grown over the past two decades into a credible development and humanitarian actor in the region. Its interventions span across multiple sectors—ranging from social justice, livelihood, food security, and WASH to disaster risk reduction and governance—ensuring holistic community transformation.
At its heart, DEUC works to improve the socio-economic, cultural, and political status of Dalits, ethnic minorities, women, children, persons with disabilities, and other disadvantaged groups by mainstreaming them into the community development process. This is done through participatory, rights-based, and inclusive approaches that empower individuals and communities to become active stakeholders of their own development journey.

Dalit Ethnic Upliftment Center (DEUC)
The Five-Year Strategic Development Plan (2025–2030) of DEUC represents a transformative blueprint for inclusive, equitable, and resilient development in Nepal. By addressing the root causes of poverty, exclusion, and vulnerability across eight interlinked thematic areas, the strategy provides a bold vision for systemic change that benefits all—especially the most marginalized.

At its core, the plan integrates the principles of resilience, human rights, gender equality, environmental sustainability, and social accountability. It champions a community-led development model that ensures the voices of Dalits, youth, women, persons with disabilities, and ethnic minorities are heard and reflected in every stage, from planning to evaluation. The strategy does more than identify priorities; it builds a practical roadmap for coordinated action, backed by robust monitoring systems and strong institutional partnerships. It embraces innovation, fosters cross-sectoral collaboration, and encourages local ownership as key pillars of sustainable impact.
